What FR Clothing Standards Apply in Florida?

Florida employers with workers exposed to arc flash, flash fire, or electrical ignition hazards are required by OSHA and NFPA to provide flame-resistant clothing. Here are the key standards GTIM stocks to.

NFPA 70E — Arc Flash

Electrical Safety in the Workplace

NFPA 70E establishes requirements for safe electrical work practices, including arc flash hazard analysis and the selection of arc-rated (AR) FR clothing. Employers must conduct an incident energy analysis and provide FR clothing with an arc rating (ATPV or EBT) equal to or greater than the calculated incident energy level. All FR clothing sold by GTIM for electrical work meets NFPA 70E arc-rated requirements.

Required for: Electric utilities · Lineworkers · Industrial electricians · Facilities maintenance
NFPA 2112 — Flash Fire

Flame-Resistant Garments for Flash Fire

NFPA 2112 covers FR garments designed to protect workers from flash fire hazards in industrial environments. Garments must meet specific thermal performance requirements including char length, afterflame time, and heat transfer. GTIM stocks NFPA 2112 compliant FR shirts, pants, and coveralls for Florida oil, gas, and petrochemical workers.

Required for: Oil & gas · Petrochemical · Refinery · Chemical processing
OSHA 1910.269

Electric Power Generation, Transmission & Distribution

OSHA 1910.269 specifically mandates FR clothing for electric utility workers exposed to arc flash and flame hazards during electric power generation, transmission, and distribution work. This standard covers Florida utility lineworkers and electric power generation facility workers and cross-references NFPA 70E requirements.

Required for: FPL · Duke Energy FL · TECO · Municipal utilities · Co-ops
ASTM F1506

Arc-Rated Textile Performance

ASTM F1506 is the performance specification for textile materials used in arc-rated FR clothing. Fabrics must demonstrate arc thermal performance value (ATPV) or energy breakopen threshold (EBT) and pass washing durability tests. All arc-rated FR garments stocked by GTIM reference ASTM F1506 compliance on their labeling.

Arc Flash Layering

The FR Layering System — How Arc Protection Works

Arc flash protection isn't just one garment — it's a system of layers. The total arc rating of a layered outfit is greater than any single garment, allowing workers to meet higher hazard risk category (HRC) requirements. GTIM supplies complete FR layering systems for Florida utility and industrial workers.

1

FR Base Layer

Moisture-wicking FR t-shirts and underwear. Must be FR-rated — non-FR base layers can melt onto skin in an arc event.

4–8 cal/cm²
2

FR Shirt & Pants (Outer Layer 1)

NFPA 70E arc-rated FR shirts and pants form the primary protection layer for most utility and electrical work.

8–25 cal/cm²
3

FR Coverall (Outer Layer 2)

FR coveralls worn over FR shirt and pants for higher HRC work categories. Adds significant arc rating to the total system.

25–40 cal/cm²
4

Arc Flash Suit (Outer Layer 3)

Full arc flash suits with hoods for highest exposure tasks. Required for work near exposed energized conductors above 40 cal/cm².

Employer Obligations

What Florida Employers Must Do

Under OSHA and NFPA 70E, Florida employers with workers exposed to arc flash or flash fire hazards have specific FR clothing obligations.

OSHA & NFPA 70E Employer Requirements

Florida employers must: conduct an arc flash hazard analysis or adopt the NFPA 70E PPE category method; provide or require FR clothing with an arc rating (ATPV) meeting or exceeding the calculated incident energy at each work location; ensure FR clothing is properly labeled with ATPV rating; provide FR clothing laundering guidance to employees; and train workers on proper FR clothing use and care. Non-compliance can result in OSHA citations and significant penalties.

FR Clothing Care

Proper care maintains FR performance. Key rules: wash in warm water with non-chlorine bleach only; never use fabric softener or starch; tumble dry low; inspect regularly for damage, contamination, or wear; replace garments that no longer pass inspection. GTIM provides FR clothing care guides with all bulk orders.

Common Questions

FR Clothing Questions — Answered Directly

Direct answers written for safety managers, procurement officers, and Florida employers researching NFPA-compliant FR clothing programs.

What Is FR Clothing and Who Needs It in Florida?

+

FR clothing (flame-resistant clothing) is protective workwear engineered to resist ignition, self-extinguish when the ignition source is removed, and limit burn injury by not melting or dripping onto skin.

In Florida, FR clothing is required by OSHA and NFPA standards for workers exposed to arc flash, flash fire, or electrical ignition hazards. This includes:

  • Electric utility lineworkers and substation technicians (OSHA 1910.269)
  • Oil, gas, and petrochemical workers (NFPA 2112)
  • Industrial electricians and electrical maintenance workers (NFPA 70E)
  • Water and wastewater utility electrical staff (NFPA 70E)
  • Construction workers near energized electrical systems

Florida employers who fail to provide required FR clothing face OSHA citations and significant per-violation penalties.

What Is the Difference Between NFPA 70E and NFPA 2112?

+

NFPA 70E and NFPA 2112 are two different NFPA standards covering different types of thermal hazards, though they are often required together.

NFPA 70E covers electrical safety in the workplace, specifically arc flash hazards. It requires arc-rated (AR) FR clothing with a specific arc thermal performance value (ATPV) based on the incident energy at the work location. NFPA 70E applies to any worker who may be exposed to energized electrical equipment — including utilities, industrial facilities, and government operations.

NFPA 2112 covers flame-resistant garments for protection against flash fire hazards — sudden fires with high heat release in flammable vapor environments. This standard is most relevant to oil, gas, petrochemical, and refinery workers in Florida. Garments must pass specific thermal performance tests under NFPA 2112.

Some workers — such as utility workers at natural gas facilities — require clothing compliant with both standards. GTIM can help identify the right standard and garment specification for your workforce.

Where Can Florida Employers Buy NFPA-Compliant FR Clothing?

+

Global Trading Inc. (GTIM) supplies NFPA 70E and NFPA 2112 compliant FR clothing to employers across Florida, with showrooms in Miami, Fort Lauderdale, Orlando, and Palm Beach.

GTIM carries a full range of FR garments including shirts, pants, coveralls, base layers, outerwear, and hi-vis FR clothing from leading brands. Government agencies and utilities can purchase FR clothing through GTIM's GSA contract (847QSMS25D007H) without issuing a separate RFP. GTIM also supplies bulk FR clothing programs for large employer groups, including embroidery, logo application, and managed inventory replenishment.

What Does Cal/cm² Mean on FR Clothing?

+

Cal/cm² (calories per centimeter squared) is the unit used to measure arc flash incident energy and the arc thermal performance value (ATPV) of FR clothing.

The ATPV rating on an FR garment tells you the maximum incident energy — in cal/cm² — that the garment can withstand while limiting the probability of a second-degree burn to 50%. To be properly protected, a worker's FR clothing must have an ATPV rating at least equal to the incident energy at their work location as determined by arc flash hazard analysis. For example, a worker at a location with 12 cal/cm² of incident energy requires FR clothing rated at 12 cal/cm² ATPV or higher. GTIM stocks FR clothing from under 4 cal/cm² through 40+ cal/cm² arc ratings.

Can Government Agencies in Florida Buy FR Clothing Through GSA?

+

Yes. Florida government agencies and utilities can purchase NFPA-compliant FR clothing from Global Trading Inc. directly through GSA Advantage using GTIM's active GSA contract number 847QSMS25D007H.

This applies to federal agencies, Florida state agencies, and local governments and municipalities. The GSA contract covers FR clothing, arc flash PPE, safety footwear, and related workwear. No separate competitive bid or RFP is required. GTIM is also HUBZone certified, allowing agencies with small business spending goals to satisfy set-aside requirements. Contact GTIM's government team for current GSA pricing and catalog availability.

Does Regular Clothing Protect Against Arc Flash or Flash Fire?

+

No. Regular clothing — including cotton, polyester, nylon, and blended fabrics — does not protect against arc flash or flash fire and can significantly worsen burn injuries.

Non-FR synthetic fabrics such as polyester and nylon melt and ignite easily, bonding to skin and dramatically increasing burn severity. Even untreated cotton, while it does not melt, ignites readily and continues to burn after the ignition source is removed. FR clothing is specifically engineered to not ignite readily, self-extinguish when the source is removed, and not melt onto skin. OSHA and NFPA 70E explicitly prohibit the use of non-FR clothing by workers exposed to arc flash or flash fire hazards, regardless of whether it is cotton or synthetic.
